The Draft Rule and Title IV-E child welfare systems


This article discusses the importance of kinship care and proposes a new rule to prioritize the licensing and support of kinship caregivers in the child welfare system. The draft rule aims to allow Title IV-E child welfare systems to establish a specific process for licensing and approving kinship caregivers. A process that would ensure that children can be safely raised by familiar and loving individuals while receiving the necessary support. The goal is to enable greater permanency and well-being for children and families in kinship care. The development of these standards involves input from various stakeholders, including kinship caregivers, parents, states, tribal partners, licensing regulatory administrators, and child welfare workers.
